Pissed Problems loading

Hello. I just built a new PC, I reused 2 hard drives but the rest is new. As I was moving along I went to start and I got an error saying the hal.dll was missing, ok no prob, inserted XP cd and hit the R button to repair and it did its thing. on restart the info screen loads up and i only have the option of F4 go to setup. It takes me to BIOS and I go to exit and it restarts an same thing. It will not get past BIOS. I have my XP cd in the CD-ROM and the CD-Rom is nu,ber one on the priority list. I have tried everything I can think of but I cannot get past the set up BIOS, even though I was able to before. I am also unsure what to do, I was under the impression since the HDD was already formatted and came from a working PC that it would just load itself up. I thought about going back in and running recovery again formatting but as stated before I cant get past the BIOS. Any help or suggestions will be greatly apprcieated. Thank you

SYSTEM
MB Intel desktop D865PERL
P4 2.93 chip
512 Gb Ram
2 HDD (not sure brand its for my brother and they are his but they were working fine in old pc)
regular CD_ROM
No floppy
350watt PSU
ATI 9800 Video card

Intel motherboards have a jumper that forces the system to enter the BIOS setup screen when you boot up. Did you move this jumper so that the system can boot normally?

No I dont belive that I did. Where would this be located ,for I never came across NEthing of that nature.

Missing hal.dll

I had this problem (missing or corrupted hal.dll) a few weeks ago, Googled the problem and tried many of the suggested fixes to no avail.

Had to reformat and reinstall. This was a new build only about a month old. Since it was so soon after my initial install, I had to actually call MS to re-activate XP.

I hope you have better results than I did.

Reading through the document it doesnt mention anything about the jumper, but i would imagine its ok as before it would go past the BIOS and attempt to load. Its just weird that I was able to attempt a recovery before and now i cant get past BIOS. I even looked at the MB and didnt find any jumper. im so confused, but with PC's that isnt hard to do LOL. any more insight?

Ok now this is really getting to me. After letting PC be off all night I came back and turned it on and cool it read the CD, went and tried to use recovery again (which I dont understand why it owuldnt just load windows) and after I hit r and selected the 1 for c it restarted and went back to setup screen and again its stays there and I hit F4 to go to BIOS. This ireally frustrating, i would assume that since the HDD are already good to go it should just boot from them, but its nt, so i am stuck with reformatiing?
