Freezing at POST, can't access BIOS; New build

I have just completed building a new PC, but when I got it up and going, it would not go past the POST screen. It stops after the "memory testing:" line. It says that I can push to enter the BIOS, but that does nothing. I know the keyboard is fine, so I am guessing this is a simple hardware malfunction. I have not been able to get past this to even install Windows yet.

My hardware is:
MOTHERBOARD: Foxconn 755A01-6EKRS
CPU: Athlon sempron 3300+
RAM: VData 512MB DDR400
HD: Western Digital 60GB 7200RPM

This happens regardless of if the HD is connected or not, so I am assuming it is bad memory (I have tried putting the one stick in all three slots). If anybody has any ideas, I would really appreciate them. I might have left out some information, so let me know if there's something else you might need to know to help me. Thank you in advance.

May need to clear the BIOS by pulling the battery for a few seconds and then reinstall. Also, make sure the jumpers on the mobo are set correctly for the CPU. (if it uses jumpers).
