Boom Help!

I've just ordered a Foxconn SiS 755 MOBO and a Sempron 2600+ processor, and tried installing it in an existing system. After a pretty sound installation, I can't even get the BIOS to boot. I think I can hear the processor boot, but I still get no signal on the monitor. I tried a couple of old video cards to rule out a problem with the vid card, and still had no signal. The reviews on NEWGG said this mobo doesn't boot with a sempron 64 processor, but my processor's not a 64 bit one... I think.
So is it a
a) fried processor or mobo? or
b) video card problem?
or something else I'm not aware of?

it could bad ram, cpu, psu, or mobo. probably its a bad mobo,cuz more things can go wrong with a mobo than a, say ram module

No beeps, but the fans work.

And the old system was, well old... PII generation stuff.

If you followed all the steps in the link I previously posted, and you still don't even get a beep, it's probably a bad motherboard. Foxconn isn't known for quality.
