new to DIY computers..building a budget $250 POS machine

is there any way i could build a computer that can

+ run a tv tuner card smoothly
+ run cs and photoshop
+ have usb 2.0 ports
+ 40gb+ HD

on a 250 budget? if so, any suggestions?

Based on your needs, I'm going to say "no" even without doing any research.
You could reduce the costs greatly if you had an older machine that you could leech from. Otherwise, based on your requirements, I'd say you'll probably be spending around $500 min. Especially if you need a new OS.

Photoshop is a resource eating machine - you wont even be able to get a decent processor which will be able to run Photoshop smoothly for under 200$. (at least in my opinion)

lets see what can i do with your specs i think u can get a sempron procesor or celeron procesor a chep mobo with integrated graphics a western digital hard drive and you must pull the cd rom from your pc and download a good version of linux to keep it at 300bucks but there is this offer from dell http://www1.us.dell.com/content/prod...=19&l=en&s=dhs check the dimension b110.

Here's a link to a recent $300 build thread. Ryan posted a list of parts from a magazine in this thread. It involves lots of cost cutting on parts, and using a Linux based operating system.

Be warned that for this cash, you're not going to get much speed out of photoshop.
