Do you mean, when the computer is started up that the monitor stays black or that it never gets power?

This is good. Means the monitor is probably OK.

Does this mean that when you start the computer that the fans inside the case are running normal?

What do you mean the card was "reset"? Do you mean you pulled it out and reinserted it into the slot?

Do you have access to another monitor that you can hook up to that video card? It's possible that the card is no good.

No, the other components shouldn't matter when hooking up a different monitor.

Do you have access to another video card as well? One that you know for sure works? Also, are you getting any beeping sounds from the machine when you try to start it up?

Well, if the other monitor doesn't work then I'd guess it's either the Video Card that's bad or the Motherboard. Most likely the VC.

Does your card have a jack on the opposite side of where the monitor would hook up? It would be a jack for a power cable. If so, do you have it connected?
