ok how old is this system?
post system specs if the buttons on the case dont work, it may be a wirring problem, even if you said you did'nt touch anything, it could of disconnect without you knowing it. did you try flashing the bios, cause if you did it wrong it could be that i think its the PSU that went dead

We need more information.
Is this a new build, old machine, store bought or custom built? Has this machine ever worked? Have you had any electrical problems in your house?

im pretty sure that card also gets power from a 4 pin molex connector. Is that also connected to the card? Take a look at your motherboards manual in order to hook up your case to the correct pins.

That's a horrible quality power supply. I wouldn't be surprised at all if it kicked the bucket already. Do you have another compliant one you could try?
If the video card required another power connector it wouldn't have worked before. I'd look at getting a quality power supply (ATX 2.0 - 24 pin connector) from Antec, Enermax, Forton Source (FSP), Seasonic, or XClio. Even if the power supply isn't to blame, you'll be better off in the long run. XClio has a pretty good 450W unit for $50 or so at Newegg.com
