help plz, no power

my pc wouldn't boot this morning, at first i thought it was the psu so i replaced it with a known working one and nothing. I then ripped the mb out and tried to get it running outside the box and nothing, no fan, no beeps, nothing...It seems like to me its a faulty board but how can I know its not a burnt out processor as well? thanks
Specs
epox 8kda3+
amd 64 3.0ghz
1gb ddr 400
ati radeon 9550
antec 400w psu

Did you try it with only one stick of memory? Do you have any other memory to test with? Did you do the out of box test without a hard drive attached?

If you connect a speaker to the mobo front panel speaker pins (or if your mobo has a small pezeo speaker built in), you should get a beep code when you try to boot with no memory installed. If you don't, I'd say the mobo is the problem.
