Basically it's the product only, no fancy boxing or manuals - just the product. Usually you won't get cables or anything like that. The only hardware that'd I get OEM is the hard drive, as cables and things will come with your motherboard.

Like Eriol said OEM software costs much less. Again it lacks fancy packaging or manuals and you get just the CD.

I will also buy OEM video and sound cards, optical drives, and harddrives, and of course Windows disks. If they offered motherboards OEM I would probably buy one.
