Optical drives don't have drivers. With oem you'll get just the drive without the fancy packaging and any instruction manuals that you would normally get with the retail packaged version. Some burners come with a disc with the burning software on it though. Like most LiteOn drives come packaged with Nero.

OEMs are a good idea if you want to save on the cash....But you don't get the warranty that you get with retail... I have used a lot of OEM,( quality names) and haven't replaced one yet...

IMO, you should stick with RETAIL for more expensive items like processor, video card, etc. Especially for a new build. Upgrading or adding new things like CD/DVD-Burner, NIC's, and other more "bank account freindly" items are generally the only thing that I will buy OEM. Just make sure you do your shopping though. In most cases the RETAIL product is just a few bucks more then the OEM. I say why not spring the extra 5-10 bucks to get the warranty and the pretty box.
