Asus probe

I have a question, I just ran the ASUS probe utility on my new machine and everything looks good except for the 3.3 V rail. Its consistantly between 2.9-3.0. What could be the cause.

MObo Asus 8N-E
CPU AMD 64 4000+
Video GEforce 6800GS
PSU XCLIO 450W
mem 1GB kingston

edit:is it dangerous or bad? Also all other voltages are on target

Weak power supply or defective regulator on the motherboard.

I've been having a problem with my video card(only works 50% of the time). I have to reboot it about 5 times before the screen doesnt come up all scrambled, but once the computer starts correctly the video is perfect. Could this be the problem or is probally both the video and either the PSU or Mobo.
BTW any recommendations on how to fix this or at least troubleshoot on narrowing down the problem?

About all you can do here is troubleshoot by substitution.

any suggestions on the fisrt item to substitute, as I dont have any spare parts the only thing I can think of is buying something new, but I dont want to waste money. I suppose I can buy something and then return it, but that seems dishonest. Any ideas on how to proceed?

Also can the low voltage on the 3.3V hurt the components or is 2.944-2.96 acceptable

I don't think that the low voltage would hurt components, but it may be too little for them to work properly. Those voltages are more than 10% low, which is not very good.
