No, you do not need to assemble the PC outside of the case - an indication that you aren't shorting with the case is that you were able to install windows meaning that your PC would have been on for a good 30 + minutes (and shorting is noticed much quicker in a matter of seconds).

Is this a home built or retail PC?

If you built it -
Have you installed your heatsink entirely as directed? In many cases, not setting the heat sink just right will result in overheating which can cause a PC to freeze - especially during boot ups. I am leaning toward this as the cause for your troubles.

i built it...
i am pretty sure the cpu fan is good because it is always spinning, and my computer is probably been good for an hour while running in the bios and windows setup, the cpu is at 102 though so its a little hot
it has never frozen for me in the bios
i even had time to install the graphics card driver, although after that it froze and that is pretty much when the problem started

What brand and wattage power supply?

You might consider running Memtest to see if the RAM is OK.

its a logisys 480 watt power supply
i figured another thing out
it usually only freezes when i restart my computer, but if i just shut down and then turn it back on it runs windows fine, everything is slow though (i have a 1g ram so i dont think that is very good)
whenever i restart my computer though, the windows usually gets to the light-blue windows screen then turns black and i have to turn off the computer

ryan124712 didn't ask if the CPU fan was working okay, he asked if the heatsink was installed on the CPU correctly. What type of attachment does that heatsink use? The one with the screws or the one with the lock-down lever? Is the recessed part of the heatsink over the raised part of the socket?

im pretty sure i did it the correct way but is there anyway to tell if it is installed properly cause it says i would need a new film or somthin to put on the bottom of the heatsink if i take it off (and i dont really want to if i dont have to)

cmon anybody got anything
i found a new problem, when i restart my computer i pretty much have a 50% chance that windows will load all the way, because somtimes i get to the login screen and somtimes the screen just turns black
now if i get to the login screen, i can usually log in, but about a minute after the screen like freezes and shows like a bunch of lines and junk all over it

-im pretty sure the heatsink is working cause my cpu is staying at about 93 and is kinda warm to the touch

Is that 93 C or F?
If it is C, that is too hot and means that the heatsink is probably not on right.

93 F is fine.
Is the 4 pin power connector near the CPU plugged in?

It could be that the PSU isn't capable of the power demand of the system. Also, I think that you might have to resort to taking the machine in to a computer repair shop to see if they can help you. It's sometimes difficult to troubleshoot a problem based on indirect observances.

taylor, please do NOT keep bumping the thread every 30 minutes. This is not a chatroom. There aren't too many members around at 2am! Post ONCE, if you have something to add before you get a response, use the EDIT button, and be patient. Thank you.

Logisys power supplies are not known to be quality units. They are made by Youngyear, who is a low tier manufacturer and generally cannot be trusted to provide clean power. I would suspect it as being a possible source of your problem.

Have you run Memtest yet as suggested? I've seen defective Kingston ram recently.

A defective video card or corrupted drivers can cause this too.

That only means there is some power reaching the motherboard...the power supply could still be defective. What brand is it?

Do you have another video card to test with?

Can you test your video card in another computer?

Did you test the hard drive with the manufacturer's diagnostic utility?

The problem you describe could also be caused by a defective motherboard.

What did I say about using the EDIT button?

You download the Hitachi Drive Fitness Test.

http://www.hitachigst.com/hdd/support/download.htm

Drive Fitness Test (v4.05)

This download creates a self-booting DOS diskette to run the DFT utility.

Download Windows diskette creator (2,124 KB) - creates DOS bootable diskette | Readme | Having trouble creating the bootable diskette?

OR

Download a CD image (2,714 KB) - create a bootable CD* for Linux, Windows and other Operating Systems

* Requires CD-RW drive and software.

Edited while you were posting.

Test your hardware before you reload Windows. You have to make sure it's good first. Have you used Memtest yet as suggested? That works the same way - you download a floppy maker or an iso.
