Newb needs help :(

Ok, I have looked around for the past 3 days to find a solution to whatever is causing my problem.. so then I found my way here. The site is very nice, lots of helpful tips. After following all of those tips, nothing worked. here is my situation:

I just moved my pc to a new case. All the same parts, except for the case and a new power supply. I thought that everything was fine and dandy, but after hooking everything up, I hit the power button.. fans spin, LED's turn on, and then after a few seconds a long beep, about 3 seconds long. 5 seconds later it beeps the same beep, and It repeats this beeping continuously until I just turn off the system. there is no display, it doesnt even take me to bios. This is very confusing to me because They are all the same parts except for the power supply. So first I checked the power supply, I took my new one out, put in the old one and the exact same thing happened. I have checked that all the parts are mounted correctly multiple times, including the cpu. So, my reasoning tells me that the only possible solution is that I am just being dumb and totally missing something obvious-- or that during the switch I damged some hardware. If you have any helpful info I could use, thats what I'm looking for. this is kind of a last resort.

another strange thing happening, the cpu fan wont spin. but when I hook the cpu fan up to the case fan power supply it works fine. So I'm assuming something is wrong with my mobo. I looked through various POSTs codes for my bios (pheonix) and there is no code for my beeping. Please help!

Take the motherboard out of the case.
