Power on Problem

Hello This is my first time posting a problem with any computer I have ever built I usually surf the web or trial and error tell I get it, here are the specs

Antec 550w Truepower 2.0 power supply
DFI NF4 SLI-DR Expert socket 939 Mobo
EVGA 7800 GT PCI-E Video
2 GB 512X4 Kingston Hyper DDR333 Ram
AMD 3800+ 64 X2 CPU
74GB WD raptor 10000 RPM HDD SATA
300GB Maxtor HDD SATA
Lian -LI PC V1000 case
HP DVD burner 640c light scribe

Here is my problem when I shut down to computer it shuts down fine but when I try to turn it back on I have to unplug the power for about 4-5 sec before it will turn back on. Other then that I believe it is working fine I have only had it up and running for about 4 days so any help would be greatly appreciated. thanks
