Help - new build no boot

Any help on this new build problem would be appreciated.

When I turn on the computer, the case, power supply, and cpu fans come on - but the computer does not try to boot.
However, the HDD led comes on and STAYS ON, whether the drive is connected OR NOT.
Once it is on, the front power switch then CANNOT turn off the computer.
DVD/CDRW blinks 6 or 7 times and then stops.

I have tried it in the case, out of the case on the motherboard box.
I've made sure everything is connected firmly.

Motherboard ? Power Supply ? CPU ? Where should I start ?

Gigabyte GA-K8VM800M rev 2.0 mobo
AMD Sempron 64 2800+
Corsair 512MB x 2 DDR400
LiteOn DVD/CDRW
Seagate 250GB
Antec Smart Power II 350w

This is the proper way to try it out of the case. MINIMUM items connected.

Tried with minimum connections and got the same result.
Tried with both memory sticks and each one independently, still no luck.
Tested memory in another computer and they were both recognized.

Tried with known working power supply - no luck.
CPU fan comes on, but nothing else happens.
The mobo has on-board video. Should I try with a separate video card ??

Have you tried holding down the power button? That usually works to turn off the computer.

Double-check the power connections to the motherboard. Make sure that you have the 20-pin (or 24-pin) power connector plugged in securely, as well as an alternate 12V power connector (a 2x2 block).

Replugged 20-pin power and 2x2 pin 12v power - they are both secure. Shorted power on with screwdriver. CPU fan started only - no boot.

Attached case power switch to minimum connection set up out of box. Will turn on (CPU fan only - no boot), but not off even if i hold it (held 10 sec).

Attached HDD led to this set up - it comes on and stays on. Again, CPU fan only, no boot. (Don't know it this is useful information or not - just seems very strange to me.)

Motherboard issue.

Replaced motherboard last night - booted up on first try!

Glad to hear your boot problem is solved.

But this is not the first time that I have come across a thread where a motherboard was foud to be defective. It makes me wonder: what kind of quality control do these manufacturers have that results in defective products being put into the marketplace?

Nothing is perfect. There will always be a small percentage of DOA components. There is also the possibility of damage from electrostatic discharge by improper handling by the end user in unpacking and installing an electronic component.
