Unhappy New Build No Post Help

Im new to this I wanted a better computer than what I could buy off the shelf with funds available to me so I opted for build my own. What I have is
Asus P5ND2-Sli mobo, NVidia nForce4 chipset
P-4 631/HT, socket 775, 800FSB, 3 GHz
Corsair XMS2 512MB DDR2 Twin2X 5400 Ram
Ati X600 Pro Raedon 256MB PCI-E Video DDr TV-OUT 128bit DVI Video Card
I scrimped on the case but I have power it has 450 watts, its P4 compatable extra fans and they all work. When I first powered up I had no keyboard but I patiently went through it and checked all and on second power up I pressed the del key to enter bios setup and that is it, nothing else restarted and pressed f8 for boot and got entering boot than no more it hung up again. Thats what I got on subsequent power ups alternating between del and F8. One time actually got into setup and going through it I was able to see that everything except the HDD was recognized. I havent been able to since. It doesn't post either at start up and pressing down del I get one beep and then the asus screen. I tried resetting cmos wish I hadnt cuz right before that i got i into setup but not after. I bwas tring with old Hdd with xp already installed, I now have a new fresh HDD, a new floppy, 2 dvdrw, a new xp pro sp2 program I tried the out of case start but did not use screwdriver to short but instead used the power from case, still no post or setup just that asus screen. Do I need to replace motherboard, Ive been stalling returning and waiting takes soo long I WANT MY COMPUTER NOW.

It's really along the lines of generic, like i said I regret I scimped on the case power supply was included, it is an atx 450 watt and appears to work. A question my mobo has 8 pin plug
where the 4 pin plug belongs but has a cover over half of it, which would be the proper connect the top half or the bottom half.

Why did you buy a SLI motherboard when you are using an ATI video card?

You should use a SLI-certified power supply with a SLI board.

I got a new psu 600 watts sli-certified, I did the out of case start. Jump started with screw driver
it did post (video-card), memory and fdd, cpu) only things connected it informed me that i had no os.
I put it all back together in case back to problem of hanging up on asus screen. I thought my problems were over got to be happy for a moment any suggestions
Am also considering replacing my asus mobo for a FOXCONN 925XE7AA-8EKRS2 mobo. Any body have any thoughts or experiances with this brand mobo

If you put it back in the case and it's not POST'ing again - you probably have an extra standoff in there. Take it back out and triple check. If it's shorting with an extra standoff, swapping mobo's isn't going to help.

If you are going to change motherboards, get an Asus P5LD2.
