Can't boot from CD-ROM??

Hi, I am trying to fix someone's computer.

I can't boot from the CD-ROM. (I have very good experience building and fixing PCs)

I tried a new CD-RW as secondary master (with Windows XP CD in) and it will not boot from it.
It is setup to boot from the CD first in the CMOS and the CD-ROM IS detected.

I then tried to move the CD-RW on the same cable as the HDD on Primary Slave, again it is detected but will not boot from the CD (I tried 2 different windows XP CD)
I don't even get the message (press any key to boot from a CD)

I can't boot from the HDD, reason why I would like to reinstall windows. I took out the HDD and put it in another computer and did a repair on it and put it back in this machine but still no go.

Everytime I boot, it jumps directly to the menu (safe mode, last known good menue ect..) without trying to boot from the CD even though I am asking it to do so..

Motherboard issue?

If you are unable to boot from the harddrive or the CD drive then it does sound like a motherboard issue.
