Can you list a more detailed sys specs listing, including anything you can make out of the power supply unit (came with case, bought it seperately, etc.)?

When you did the out of case build did you try booting up with nothing connected just to see if you could get a fault beep?
Have you cleared the BIOS chip? some boards require you to reset the BIOS chip prior to starting up for the first time.

Yes it is.
Do you have a spare power supply you can test your rig with?

By 2X2, I take it you mean the square connector to the left of the processor socket that is used to power the cpu fan? if so, you could use that power supply quickly just to see if you can get a post beep, the chances are it will shut down straight away as you will not have fan assisted cooling for the cpu but that is OK because the cpu protects itself from overheating automatically.
Try it with everything removed just to see if you can get a fault code beep.

Has this machine ever worked? is this a new build or new motherboard?

Newegg has your board listed at a reasonable price.

Can you list the parts by brand and model?
Have you got all the receipts?
We need to get to the bottom of this quickly so that you can RMA anything that is defective.

The only way to tell "if and what is faulty" with out beep codes or a motherboard tester is by substitution.
I just read the ebay page and that guy has a 100% feedback level so at this point I would suggest emailing him and letting him know you have problems.
Where did the power supply come from and is it new?
You need another power supply (correct type) to check this out, and as you bought the mobo, cpu and ram as a package it will all have to go back.
