Boom New Build - reboot problem

OK..I finally got this darn thing up and running ... for the most part...I am still having a couple of issues...
1- When I install a program and the program ask me if I want to reboot the system and I answer yes it appears to go through the reboot process .... it shuts down and everything but it never starts back up....if I press the reset buttion on the PC same thing it will recycle the pc but it never comes back up. If i choose to not reboot automatically and just shut it down my self and turn it back on it works just fine.

2nd question...when I check my bios it shows the memory install lets say it shows installed 1024 but then beneath that it may say 1023 avaiable for use. Is this normal? Thanks
