New system won't boot help PLZ!!

Ok I bought a 775 lga dual core processor and motherboard seperatly
a 250gb hard drive from a previous computer
450watt psu
cd drive
pci e video card
1gb stick of ram

I installed the mother board in the case as well as the processor and everything else
When I press the power button the lights flash and the fans get power for a second
I hear no beaps and I doubled checked my installation of the processor and I think I have all the jumpers in the correct spots. I tried unhooking the monitor, hd, and cd drive to see if I could get the system to run = didn't work. Then I moved the ram around= didn't work.
could the mb or cpu be bad? thanks for any help

What brands are all those parts? (especially the PSU).

I tried the system out of the case but I get the same result, power for one second with no beeps. Should I assume the mb or cpu is bad?

The psu came in a Demon 2 ATX case from tigerdirect, the psu just says switched atx psu 450 watts the case and psu is $30 if you want to look at it
The motherboard is a mach speed FSBm800 lga 775 p4 pci e slot
I have a 775 dual core 775 intel processor
a geforce 7300gt video card
also I tried a cheap ATI video card I had from my last computer, I would use the old computer to test stuff but it is a 478 socket intel

First step would be replacing the psu. Whether it is truely the cause of the problem or not. The psu is the heart of your system, if it dies, not only will it go bye bye, but it might even take your other components with it.

And make sure you get a decent one to replace it, if you can give me a budget I can make a suggestion.

And what exact model of dual core and motherboard?

I guess I am going to try to use the psu from my old case and see if that works maybe.

You need a new power supply.
The one in that case is generic junk and nowhere near to being capable of running the rest of the hardware in your machine.
You need an ATX 2.0 psu with dual +12V rails from a decent maker like Antec, Enermax, or FSP.
I would go with a minimum of 450W.
Depending on what is in the old case, it might be OK.
What brand, model and wattage is it, is it dual rail and what is the amperage on the +12V rails?
A decent PSU for that setup will run somewhere in the 50-80 dollar range or higher.

it works in the old case so I guess it was the psu, these cheap cases from tigerdirect must be junk

Flashy cases from *any* vendor tend to have junk power supplies. Only a couple brands bundle quality power supplies (and even then not all their cases do). Antec is one that always has good power supplies in their cases (and Antec cases aren't flashy)...

Anyway, what are the specs of the working power supply? Let's make sure it isn't junk too and on the verge of blowing up...and if it's powerful enough to keep it going...
