generally, when uve built ur PC, how do u make sure that all the BIOS settings and all hardware settings/options in general are set to allow the PC to run at its maximum performance?

Maximum performance as in the max overclock? Or with stock configurations?

A good starting point would be to run Windows in Performance mode.

Could you list your hardware and BIOS version... perhaps there are a few things that can be tweaked for performance. I always disable features I don't use, and enable any of the quickboot options, while making sure my boot ladder opens with my harddrive.

Genreally speaking, by picking compatible hardware from reputable vendors, your hardware should perform optimally. Make sure your components will work properly together, and choose the hardware which is right for you; balance performance and cost.

Keep it simple - most bioses have a "load optimized defaults" option.
