Does the motherboard have a square 4 pin (2x2) power connector somewhere near the CPU.
That has to be plugged in too if you have it.
Check that you don't have any extra standoffs under the board and that the CPU fan/heatsink is locked down securely.

there is a square 4 pin for atx 12v power. no extra standoffs and the cpu is locked down securely. i plugged in the connector and still nothing. i don't know if it is the right one or not. there are 2 other 4 pin connectors for the PCIe but i believe this video card gets the power from the mobo.

i didn't put screws in all the standoff holes as well. the board seems pretty secure with 5 screwed in.

What specific brand and model are the motherboard, video card and power supply?
What power connector from the case do you mean?
You should have standoffs and screws at all the motherboard mounting holes, but having some of them missing shouldn't be causing it not to start up .

it is a asus a8n-sli deluxe, the video card is a pci-e pny geforce 7600gt, and the power supply is a antec 550w truepower 2.0. i thought there was a power type plug that is hooked up to the case?

One of the front panel leads is for the power switch. If you use the out of case procedure I linked to, this won't be an immediate issue.
