Help after repairs

I had to replace my CPU Fan/ Heatsink. I had to remove the motherboard and all cables to the motherboard. After connecting everything back together, when I turn on the PC the power light comes on and the Hard drive light stays steady. After about 20 seconds the hard drive light goes out. Widows does not boot up I have checked all cables three times. Is there a reset anywhere [ motherboard or hard drives ] since I did disconnect everything from the motherboard ? I checked the small front panel wiring connectors to the motherboard also. All fans turning, Nothing on my screen, LED on screen like on standby

Intel P$ 640 Prescott LGA775 3.20G
Intel D955XBK Motherboard
Seagate [2] 250GB SATA HD's
OCZ Powerstream 520W PS

Do the fans shut off also? If so, may not have the heatsink mounted correctly.

Did you replace the Intel HSU with an after market HSU? Is it plugged in to the mobo at the "CPU FAN" header?

Help

Have installed new factory Intel fan/Heatsink. CPU Fan working OK. All case fans OK ? It seems its just not booting from Hardrives to start windows.

Did you clean the old thermal compound off the CPU? If so, may want to do the out of case mininum build. Sounds like a power connection is missing but can't tell with out seeing the system.

Help after repairs

It seems the dried out thermal compound that was on the heatsink from INTEL, made the CPU shut down from an overheat and not even allowing me to get into BIOS. Replaced with Artic Silver. Everything working now. Thanks for your time and help!
