Not a bad start, but I would make some changes.

First, drop the power supply. It is not an ATX 2.0 unit. Go with this instead: http://www.newegg.com/Product/Produc...82E16817104954

I would go with the Core 2 Duo chips instead of the Presler series. Switch the motherboard to the Asus P5L-MX: http://www.newegg.com/Product/Produc...82E16813131041 and the CPU to the E6300: http://www.newegg.com/Product/Produc...82E16819115005 The Core 2 Duo chip will perform much better then a Presler, even though the clock speed is lower.

This power supply that u suggested to me:

Says it supports pentium 4 and amd athlon. Does that it it wont be able to handle core 2 dou?

Is there another PSU u might wanna recommend? And the mother board says micro atx. If i switched out the parts u suggested would i have to make changes to my other parts to make it compatible?

No, it'll handle a C2D fine...it's a very good quality power supply.

No, no changes will be necessary. A micro-ATX motherboard is basically the same a standard ATX motherboard, just smaller. Normal computer parts will work fine with a micro-ATX motherboard.
