Have you turned off the Auto restart on error feature? Do that so it blue screens. Then post the error message.

Just looked thru your specs a little closer. Is that a 775 socket mobo or 478? Looks like you're running a Prescott cpu cuz the temps are pretty high. Is that a temp at idle or were you running something at the time?

Might depend somewhat on the program you're using to read the temps but for comparison, I have an Intel 950 dual 3.4 cores running two Folding clients. This effectively runs both cores at 100% load all the time. The max temp I've seen is 75c. That tells me yours is too warm for the conditions you describe. The LGA775 heat sink can be a bugger to properly install/secure. All four corner pins MUST protrude thru the motherboard and be locked firmly in place. More than one person here has reported those pins coming lose and causing cpu overheating to shut down the system. You might be miles ahead by removing the motherboard and examining the hsf pins to make sure they are protruding thru the mobo. If you do remove the hsf, clean off the thermal pad/compound, clean the surfaces with alcohol and reinstall the hsf using new thermal compound. I prefer to use Artic Silver 5.

When you say you ran memtest86+ for 30 minutes, did it complete at least two full passes? If not, run it again.

That's beginning to sound like the mobo is grounding/shorting to the case. Have you tried an out-of-case test?

Time out - what do you mean by "adjust my ram"? Are you changing the ram timings in the bios? Also, are you overclocking?

Have you tried using the Auto setting for your ram? Let the bios determine the best settings.

Do you have access to another compatible power supply you can swap in to test with? I don't think ICute power supplies are good quality units.

You need to get those CPU temps down some. Cut that AGP aperture back to 128mb. Concur on the power supply, that +3.3v rail is too low. I assume you meant the +12v is at 12.30, not 2.30? If a power supply doesn't raise that +3.3v, the motherboard is bad.

Icutes are absolutely terrible - they come with a lot of ebuyer's own brand cases here in the UK. They die - taking components with them, and when they are working, their voltages are wayyyy out of spec. One I replaced reported 16v on the 12v rail. Replace it with a quality unit ASAP.

You should replace that power supply with a quality unit like these:
$40 - Xclio 450BL - http://www.newegg.com/Product/Produc...82E16817189003
$53 - FSP AX450 - http://www.newegg.com/Product/Produc...82E16817104954

Also, what brand is your motherboard?

77C is WAY too hot. I am currently at 33C while browsing the internet. Now granted, I do have pretty good cooling (4 case fans, a vid card fan, a PS fan, and a cpu fan), but my P4 3.0Ghz Prescott stays at between 50C and 55C when playing intense games. When you installed the stock Heat Sink and Fan assembly, did you hear a distinct click for each pin? It is very important that you have the heat sink installed correctly. I would make sure that it is installed correctly before going any further. Since my case is transparent, I have attached a picture of what the clips look like when they are mounted correctly. You should also download everest home edition (http://www.majorgeeks.com/download4181.html) and report back the CPU fan rpm (Click the + next to computer on the side list, then click sensor, and it should be under cooling fans). Mine runs at about 2700 rpm. If yours isn't in that range, Quiet-Control, or something similar is probably enabled in your bios. It runs the cpu fan at low speeds to make it quieter, but often causes problems under heavy loads, or if the optimum temperature is set high. If you can find Quiet control in the bois, you should disable it. Hope that you get your PC working.
