Time to upgrade?

I have been having the following computer for over 3 years now
(it was a mean machine back in the day)

AMD Athlon 64 3200+
ASUS K8V
1G PC3200LL
Sapphire 9700 pro
Win XP

I have not been keeping up with the new hardware and was just wondering if this system is still average for gaming....mainly UT? So should I stick with what I have for another year? Or will upgrading a part help...like the 9700? Should I wait to upgrade when I can slip a pcie card in there? And compatible with Vista?

It just blew my mind when I looked at stuff on newegg. So much new stuff that I have not heard of because I have not been keeping up to date with the hardware.

Could up grade the video card to something like an ATI x1600pro. Going to a PCEe video card, your looking at pretty much a new build.

Direct X 10 Video Cards are coming out early next year, but I hear that they will be very expensive.

DX10 cards are out now, and they are very expensive:

Obviously way out of your budget and way overboard. But, I do assume more mainstream (budget) DX10 cards will be on the way soon.
