Cpu good or bad?

New build....
My cpu fan starts as soon as I plug in power supply to computer.
I understand this could point to shorted board,but since my cpu fan is spinning,can I assume my processor is good?
Motherboard has power,but no boot?

I'm experiencing a very similar problem and do not know why. Sometimes my system starts without shorting the pins, sometimes it doesn't. I seem to be having BIOS trouble.

That'll eliminate (or point to) a short as being the problem.

The CPU is probably is fine (unless you damaged a pin or something), but a running fan isn't necessarily indicative of a working processor (or any other part).

Also, list your system specs including the power supply brand/model.

Angry Fire Same results.....

P.4 Celeron,Seabreeze Micro ATX board (E-Bay),1 stick of Crucial 2100 DDR Ram,On board Video,
Xeon 450 PSU.
I tried the out of the box short the pin thing;same results
Removed battery,reset CMOS,changed battery,checked to make sure CPU was correctly seated,reapplied thermal paste,etc,etc

You either have a defective motherboard or defective power supply.

Sorry.PSU is "Xion".
I used it with my other computer,so I know it works.
I thought it was probably my board.

Oh, okay. It's not the best quality brand but it should work okay with a Celeron based system.

Yeah,its a "****" PSU,but it works.
I was trying to rebuild my friends E-Machine,with the this board.(only paid 15 dollars for it),so its no big deal.
I'll just let her use my old Pentium 500 for now.

It is still possible the power supply is not putting out enough juice to boot the system. The motherboard could also be faulty. But I would say the easiest thing to check is the power supply. Either hook up the Xion to another system, or find a good PSU from a friend and try it. Then you'll know if its a dud or not.

Good idea.
I think I will try my best PSU with the board,just to make sure.
One never knows.
I only used this PSU with my Pentium 3, so even though it was fine there,it be having issues with my Celeron.
Can't hurt to try.
I'll get back with results,later.

Just before trashing this board,I thought I would try that Xion PSU with my other puter,and guess what?
No power!
Board is fine.
It was the PSU
I assumed,since the PSU worked before,and the fan was spinning,all was well.
Like you guys always say.
First,and most importantly,never assume your PSU is good.
Check,double check,and affirm.

Is this "ET" or what.
I am presently using this same Xion PSU on this computer.
It is working fine.
I was about to trash it,but I hooked it up again,and its running fine,with this system...
1.0 Athlon,Gigabyte Motherboard,etc,etc.
Strange things are happening here man!
I took the other 300 Watt PSU,and installed it on my new build P4 Celeron,ECS 648-FX Board,and it is running,but I have to short the power led to start.
Must be a bad power button.
It doesn't have the additional 6 prong power plug,but I can still short the PSU!
CPU fan spinning,CD getting power,etc,etc.
I havent' installed any memory,or hard drive yet,just wanted to see if I could get it going without the additional power plug.
I wonder if I could boot this board without the additional plug,without doing any damage!
