No video, no post - double checking

You guys have assisted me in getting past my previous work stoppage so I am turning to you for help again. Quick background: newbie working on my second build in three years. Hoping to avoid the misery of the first one.

Here's what I am building:

I read the instructions that are available in this forum for setting up the mobo and basic components for a test outside of the case. I have done that and the result is that I get no post beep or video. The cpu fan and the northbridge cooler fan turn on along with the power indicator LED mounted on the board, but that's it.

I have gone back to retrace my steps and have a few questions:

1) The mobo has an additional 4pin power connector in addition to the standard 24pin power connector. Should I have that plugged in as part of my test? (I did not have it plugged in)
2) The video card has a socket for separate power connector on the card. Should I have the power supply connector for this plugged in as part of my test as well ? (I did not have it plugged in)

Some things I have done to try to get a post beep (without the power plugs in place as described above)
1) Checked the seating of the memory twice
2) Tested with both sticks installed (this is dual channel memory and I was not clear whether both sticks need to be installed when testing or not
2) Removed one stick tested with one only, then removed this one and tested with only the other stick
3) Removed video card and reseated it
4) Removed battery to reset the CMOS and replaced it

Hope this is enough info. Please let me know your thoughts.

Yes, you need that other 4-pin connector in. Plug in your video card as well (you're still out of the case, hopefully).

Install one stick of RAM, be sure it's in DIMM0 or the first available slot.

Try it one more time.

Yes, plug in the second 4 pin power connector...that's the one that provides power to the CPU.

Yes, you have to plug that power connector in too...that one provides additional power for power hungry video cards.

Thanks for your answers guys. I plugged the 4 pin connector and the video card connector and I got the wonderful post beep and video. It looks as though I need to hook up my key board and go into the bios config. Does this mean I am ready for the case ?

Before I proceed, however, I did notice something that may or may not be a concern. In an earlier post, I had asked for help with replacing the stock Northbridge cooler on this board with a Thermaltake CL-C0034 Copper Fan&Heatsink - http://www.newegg.com/Product/Produc...82E16835116018.
Having replaced it successfully (I think), I noticed that during all my tests up until now, the fan on this cooler would run continously. This time it started out running before the beep but after the beep, it stopped. Could this mean that it will now engage only if the temps on the chipset rise and it needs the additional cooling or could this be a problem ?

If this is not a problem then, what is my next step ?

I am planning to install 2ea of Seagate Barracuda 7200.10 ST3320620AS (Perpendicular Recording Technology) 320GB 7200 RPM 16MB Cache SATA 3.0Gb/s Hard Drives - http://www.newegg.com/product/produc...82E16822148140.
I will also be using a PS2 keyboard until everything looks good and then switch to a USB keyboard.
