Please Help!

Hello everyone this time last year, I built a pc thats been working great as long as I can actually get it started. Let me describe the problem:

When I press the power button the chasis fans light up and cut back off, the cpu fan doesn't turn on at all, the PSU stays on(it works fine), and the light on the mobo stays on(letting you know that there is enough power coming from the PSU). The power supply was just replaced and the cpu fan was also just replaced. The motherboard works fine and my other components also work as well (vid card and sound card, ect). Sometimes my pc will start up and work excellent until I cut it off (it can restart from the GUI, it just can't start up from a shut down..(what I'm trying to do now)). I'm beginning to think that its the cpu connection on the mobo. This is a rundown of my pc parts:
