Try one stick of memory at a time and see if that changes anything.

hmm maybe its not your ram if you tried a diffrent brand.
does it run slow after your operating system loaded?
do you have a virus or spyware? i now its a new system but you never now
whats the speed of you harddrive? my guess its 7200 rpm
does your computer check all the hardware and count memery when you first start your computer? that could slow down boot up

If you don't have any SATA drives and you aren't using RAID, turn the SATA controller and the NVRAID off in the bios.

I would tr an out of case build as a last resort. I have seen instances where installed hardware can be forced slightly out of position by the case enough to cause slow/no booting.

Okay, in the BIOS, what are your voltage readings - are they steady and close to the rail ratings?

You are SUPPOSED to use Cable Select with today's 80 wire Ultra ATA cables.
