Problems with CPU Fan on an Intel Core 2 Duo E6600 !!!

HI all, I am hoping that someone will be able to point me in the right direction. I am having an issue with the CPU fan not running when I go to boot up. This a new build. The first time I went to boot up the machine , it went on, the all of a sudden the fan stopped running and the CPU smoked a little and the machine shut off right away. I am hoping that I did not ruin the CPU. I went out and got a COOLERMASTER Hyper L3 Socket LGA 775 Heatsink & Fan. I installed this and when I went to boot up, the fan still did not go on. On the screen it said CPU fan error. I am not sure what to do from here. I am afraid to keep the computer on too long (I not sure if it will ruin the CPU or not). Hopefully it is not ruined all ready. Any Help would be much appreciated.
