Dumb ? about PSU fan

I'm getting ready to order parts for a new build and noticed that most of the newer power supplies have the fan on the "top" and just a vent in the rear.

Since I will have to mount the PSU "upside down" to get the fan on the bottom, does the fan "suck" air from the case and vent it out the back of the PSU or does it "suck" air from the back of the PSU and blow it back into the case.

I know this is a stupid question, but in one of the NewEgg reviews of a PSU, someone complained about the air coming back into the case, right at the CPU. Only one complaint I saw like that.

They take pictures of the PSUs upside down to show that there are two fans.

I was wondering the same thing. The Xclio PSU I recieved today is the same way, kinda threw me off guard. So should the PSU with the fan facing down towards the motherboard, or with the fan facing up? Stupid question I know.

It only mounts one way - the 4 holes are staggered.
