tried the link but still doesnt work below is what i have

Power - X-Power ATX-500TD
Motherboard - Asus P5B-E - P5B-E/Intel P956/LGA775 ICH8 PCI-Ex16
Cpu - Intel Core 2 DUO E6600 "LGA775 Conroe" 2.40GHz (1066FSB)
Video Card Not Yet Brought

Book with motherboard says that if a duo core been used plug heatsink in to cha1 fan but it will only fit into the cpu bit could this be the problem ( says will make system unstable )

Do not even try to power it up till you get a video card. Then do it as per the linked thread, OUT of the case.

Do you have the 24 pin connector and the auxiliary 4 pin both connected? Is that a ATX 2.0 power supply? All 4 heatsink pins completely snapped in and locked?

No it's not, and it only has 20 amps on a single +12v rail. You can only use an entry level video card with that unit.

You cannot power up a motherboard without ram and a video card and get any kind of proper indications. STOP trying till you get a video card.

Nvidia 7600GS should be good enough. The X-Power MIGHT be okay with it, but I'd prefer a true ATX 2.0 unit from a quality manufacturer - you don't need 500 watts.

Then you need to look into a replacement power supply that is a proper ATX 2.0 unit. Here is our brand list: http://forum.pcmech.com/showthread.php?t=131195

2.0 or better.

Here's a couple that won't break the bank:

Did the monitor work when the board was out of the case? If yes, you have a board mounting issue or video card slotting issue with the board in the case.

Then you have a problem with the motherboard, power supply, ram, video card, or CPU. Out of the case, set it up and remove the video card and ram. If it will power up and the CPU fan keeps running, then you know the motherboard, power supply, and CPU are probably OK.
