First PC, I think I have a HDD problem

This is my first time building a PC, got all the parts online and put it together fine. Started it up, set the time and a few things, started loading the OS from the CD. After it finished formatting the hard drive it restarted and then it said
A disk read error occurred
Press Ctrl+Alt+Del to restart
everytime I restart it the same thing happens, does this mean I have a bad HDD?

CD drive set to first boot device?
Type of HD: SATA or IDE?

its SATA and it boots the HDD then the cd drive

To install XP, you need to set the CD/DVD drive as first boot device in the BIOS.

After Windows XP Pro setup formatted the HDD and restarts I still need to boot it from the CD?

Yes, make the change in the BIOS. Have the XP CD in and do a "save and exit" out of the BIOS. XP will boot to the format menu. May be a good idea to let it format again so everything is done in sequence. Afetr format and you selected new install, let it run until you get a windows screen asking for the COA or name(can never remember which is first).

When I get to the screen that has the option to setup XP, repair or quit I select the setup option. Then it has the list of partitions, it only shows the Partition1 that I have. I select it then it says CAUTION: I already have an OS on this partition and should not install another.

Continue with setup, it will ask to do a new or repair install. Can try a repair to see how it goes.
Don't select the repair option on the screen you have, that goes to the repair console which is for fixing problems on a working install.

There is no repair option, just
Format the partition using the NTFS file system (Quick)
Format the partition using the NTFS file system
Leave the current file system intact (no changes)

I'd back out and this time delete the partition and start from scratch - and do a full format - and make sure the bios antivirus is disabled.

Now when I boot from the CD it says
Press any key to boot from CD.....
and just stays there

Reset the cmos with the jumper - and reconfigure the bios for booting from the CD first. Disconnect all peripherals except keyboard, mouse, and monitor, and remove all cards except the video card. Disconnect front panel audio and USB. Disconnect all drives except the main hard drive and one optical drive. Then try it.

It finished formatting and restarted then booted from CD. I select the Partition I just made and it gives the the Caution thing again then gives me the same options as above(format quick, format, and leave)

Now put the hard drive first in the boot order - does it boot back into setup and continue?

Yes, thank you for the help that worked and Windows XP is installed, but I noticed when I move windows (like the control panel) the window lags and moves very choppy like, what can I do to fix that?

Install your video drivers and all the other drivers from the motherboard CD.
