Unhappy black screen (moved)

I've changed out video cards, still nothing.

I am NOT sure I'm even hearing a post *beep* at startup.

Here's what I have:

The hard drive is my old sata; can't remember the specs. Worked fine 3 hours ago. Pay no mind to my sig, this is completely different except for videocard (changed out for test).

(I meant no offense to Ortica. Glad the 16-year-old solved the problem, over there.)

Question Progress, of a sort

What I did:
1) I Took everything out of the case.
2) On the motherboard box, I set the mainboard, with CPU + heatsink&fan installed, along with -1- stick of memory, and the videocard.
3) I hooked up power, along with a monitor.
4) Using a screwdriver, I started it up. Success!
5) Added stick of memory #2, and got... Failure!
6) Placed stick #2 in different slot... Failure!
7) Took out stick #1, replaced it with #2, and got... Success!

So, apparently this dog-gone thing doesn't like 2 sticks. What gives?

I put everything back in the case (sans one stick o' memory), and powered it up. For some reason it went into an endless loop. It kept asking me if I wanted to start windows normally, or in safe mode, or in safe mode with command line, or the way it last ran well (I'm paraphrasing, natch). No matter which option I chose, it would kind of seize up, then re-start, then back at the options, again. A couple of times it just gave up and left me at a black (though lit) screen.

If the hard drive your reusing has an old XP install on it, may need to do a repair install or a clean install.

Stuck, but

I'd like to do a clean install. What's going on? I'm left at the splash/post screen for the mainboard. It just sits, frozen, I guess. Keying 'delete' does no good. No bios access. Weird.

What do I do?

Please advise.
