Unhappy Help for Novice Builder

Ok, Here is what I am working with:

ECS 661FX-M7 ATX Motherboard
Intel Pentium 4 631 Cedar Mill 3.0GHz 2MB L2 Cache LGA 775 Processor
1 stick Kingston PC2700 512 MB Ram
Maxtor 80 GB Hard Drive
Western Digital 200 GB Hard Drive
LiteOn DVD Rom
LG DVD Writer
400W Power Supply that came with my case

I put everything together, but when I turn the PC on the fans come on, but I get nothing on the screen and it doesn't seem like my hard drives are starting up. I tried the suggestion of connecting just the power supply and monitor to the MB with the cpu and one stick of Ram installed and I still get nothing. Any suggestions?

Would start with the Out of Case build: http://forum.pcmech.com/showthread.php?t=132409

Also, what is the brand and model # of the PSU? PSUs that come with cases are generally of poor quailty and of the older ATX 1.0 standard.

That's the wrong ram for that board and processor - you need PC3200.

If there is a chance you could get an Asus motherboard instead of this ECS you would be doing yourself a big favor. Trust me I suffered badly with 8 ECS motherboards.
