splat New Build Turn on problems

Right this is my first build. I turn the computer on it powers up for 3 seconds then turns it's self off, I understand that this could be anything but does anyone have any ideas? :'(

Are you sure the wires from the case are plugged in the correct slot? You could try taking all the wires off and use a screwdriver to jump the power switch and see if that does the trick.

I've tried different combinations and the PC does start up, so does the hard drive and the CD/DVD drive and the fans/heat sink starts as well. But then it shuts down again within a few seconds.

Full system information:

case: Jeantech butterfly v2
Motherboard: Asrock 775i945G2 socket 775
CPU: Intel core 2 duo e6300 retail
PSU: akasa 400w paxpower ATX2.2 PSU
Hard drive: 250GB western digital - WD25000JS
CD/DVD Drive: NEc AD-7170A-0B 18x DVDRW Dl Black
Graphics card: powercolor radeon x550 128mb PCI-E
RAM: 1GB oC6400 Ariunet DDR2 800 SDRAM

Right I did what it said and took it all out and built it up again outside the case and jump started it but with no luck.

So i'm guessing it is a faulty part... any idea how I can tell which part?

Are you positive you have the heatsink properly installed? The 4 posts must be completely snapped into the board before they are locked.

Yep it's fixed down properly and I don't get a display at all.

When checking if it was fixed down ok I found that a blue substance had formed between the heat sink and the CPU is this supposed to happen?

The blue stuff may be a protective plastic film covering the thermal pad. Pull the heatsink off, and see if the blue stuff is plastic. There should be a square gray patch in the middle off the heatsink.

Did you remove any thin film before putting the heatsink/fan in place? If not the film may have melted and you are not getting the benefit of the thermal paste. If you cannot remove the film, then carfully remove all the paste and reapply new.
