Did it POST? No video!
I am new to this whole process, and I am not sure whether the video card is bad or worse. Can anyone give me an idea?

What exactly is the PC doing when you press power?? Do you get any beeps from the PC? You'll need to do troubleshooting steps or take it to someone who will do that because it could be any 1 of several major components that have become defective and are causing your PC to be inoperative. (ie. memory, procesor, motherboard, power supply)

I did not connect the drives or anything else. All the fans including the video card fan power up. No beeps ( I am not sure there is a onboard speaker?). My monitor just stays on standby (Dell CRT). I will try to assemble out of the case and see what happens. DDR2 dual channel , Should I install only one stick at first?

I have rebuilt out of case and still no beeps or video. I tried all combinations of ram that I have and still nothing. RMA the board, video card or both?

What brand power supply are you using? Is it the appropriate type for your build?
If the motherboard has a 24 pin power connection and a extra 4 or 8 pin power connection does the power supply have these connectors? Cricket

I have an Antec 450 Watt power supply. It has every type connector I think that there is. My video card does not have a power input. I did connect the extra 4 pin on the MB as well. I thought that 450 would be pleanty. A Friend of mine was concerned that was not enough. Any thoughts?

An Antec 450 watt ATX 2.0 power supply is plenty strong enough for those components as long as it's not defective.
