Working normally, than PLAIN blue screen

Hi guys, I have a friend with this system, the friend is in Las Vegas so I can;'t really physically do anything.

She was using the computer and it was working PERFECTLY. PERFECTLY. She fixed the resolution settings and installed a perfectly working version of Flash 8 (which she used on an another computer and it worked) and installed WinRAR. Then, she changes the resolution settings and it asks her to restart. She restarts. The Windows loading screen comes up with the bar moving fine.
Then a PLAIN LOOKING lightish black SCREEN COMES UP and stops her from doing anything, no desktop, no start menu, no NOTHING, just a plain blackscreen and it doesnt immediately reboot or say ANY text. Then, she is forced to hold down the power button and shut it off.

What can she\I do?

This is the build:

Intel Core 2 Duo E6400 Conroe 2.13GHz LGA 775 Processor Model BX80557E6400 - Retail

MITSUMI Cold Gray 1.44MB 3.5" Internal Floppy Drive - OEM

Seagate Barracuda 7200.10 ST3320620AS (Perpendicular Recording Technology) 320GB 7200 RPM SATA 3.0Gb/s Hard Drive - OEM

LITE-ON 18X DVD±R DVD Burner With 12X DVD-RAM Write White IDE Model LH-18A1P-184 - OEM

Creative Sound Blaster SB0610VP 7.1 Channels PCI Interface Audigy 4 SE Sound

EDIT: WE FIGURED OUT THAT THE SCREEN that is right after windows logo booting up, is actually a BLACK SCREEN WITH A WHITE outline on the edges.. Its very very very weird and something that is even more weird is that I tried booting up my Dad's computer which is the P5B Deluxe, for some reason it got stuck at a black screen with a white outline, but then I restarted the computer and it worked PERFECTLY. WTHeck?!@

Can anyone help?

Thanks

Does your friend see an initial power on screen with BIOS info, memory size etc?
Is it possible to get into the BIOS?
She can try to boot into safe mode if possible. I think it's done by holding down the F8 key.

I have been looking through google and other forums and I found out that the P965 dont recognize IDE Opticals very well because of the JMicron thing. So, we selected teh actual DVD RW Drive instead of the ATAPI Drive. Then, we loaded up Windows Setup.. Then we saw the partition, pressed enter, and pressed L to delete and install a new windows..

I hope this will work..
