More MSI trouble

Okay so I have the following setup:

MSI P6N
Pentium 4 940
2 GB OCZ memory
XFX 7600GT 256MB video card
Hiper 580W power supply

I had problems with the old MSI board having a bad chipset, so I got a new one and the trouble I am having now is the same. Nothing on startup, the fans and everything and it lights up but there is no video.

On the MSI D-bracket, none of the lights are on at all, is this board DOA?

P.S. I tried the out of box trick mentioned in the sticky but no luck.

check to make sure that the CMOS jumper is set correctly. Even if shown one way in the manual try the other. Printing errors of this type happen so much that you could almost call it common.

I do not believe this board has a traditional CMOS jumper, it has a CMOS button to clear the CMOS ram.

Does anyone have any experience with MSI, if all the lights on the D-bracket are not showing does that mean the mobo is DOA?
