do I have a bad PS or MB?

pkukelhan[at]yahoo.com

I have an Enermax Liberty 500w model ELT500AWT ps. I have a Gigabyte GA-965P-S3 LGA 775 Intel P965 Express ATX Intel Motherboard with an E6400 Core2 Duo cpu. When I plug in the ATX-CPU 12v connector, the PC won't start up, just keeps clicking on-off-on-off. When I disconnect the ATX-CPU 12V connector, it starts right up. What's going on?

This is my first PC construction project.

Welcome to the forums. I've edited your first post to remove the @ in your email - this should stop your email address being harvested for spam.

This sounds like a strange one. I know that some Gigabyte motherboards WILL start without the 12v connector plugged in - most boards will not. Confirm that you have both power connectors (24-pin and 4-pin FULLY seated). If the problem continues, I'd try building the system as detailed in this thread, and see if the same problem presents itself.
