Build power problem

This is my second build, Im using the following components

BIOSTAR 945GZ Micro 775 SE LGA 775 Intel 945GZ Micro ATX Intel Motherboard
Intel Pentium D 805 Smithfield 2.66GHz LGA 775 Processor Model HH80551PE0672MN
Kingston ValueRAM 512MB (2 x 256MB) 240-Pin DDR2 SDRAM DDR2 533 (PC2 4200) Dual Channel Kit Desktop Memory Model KVR533D2N4K2/512
EVGA 256-P2-N412-LX GeForce 7100GS 512MB(256MB bn Board) GDDR2 PCI Express x16 Video Card
Western Digital Caviar SE WD2000JS 200GB 7200 RPM SATA 3.0Gb/s Hard Drive
SONY 18X DVD±R DVD Burner Black E-IDE/ATAPI Model AW-Q170A-B2
LOGISYS Computer PS480D2 ATX12V 480W Power Supply

the problem I am having is that when I get to the bios screen it shuts down, when I tried to start it up again it shut down almost immediately. I do not have a heatsink and fan on the cpu but wasnt sure if it was neccesary asthis machine is primarily just for surfin and typin. I tried setting this up with mobo on a piece of cardboard with just one stick of ram and no drives attached but I had the same prob. help would be much appreciated thanks

Owch - that's your problem i'm afraid! NO processor can be run without a heatsink and fan, they overheat in seconds. Hopefully that system is shutting down to protect itself, in this case, you might not have killed the processor.

Get a good heatsink fan on there, and start from scratch. Did you not buy the retail boxed processor that comes with one?

If you bought the OEM D805 like from Newegg, you will need to buy a heatsink/fan unit. A basic unit would cost around $15.

Make sure to pick up a cooler that's designed for the 775 socket. Depending on which one you get, it may have thermal paste applied to it, or it may come with thermal paste that you have to apply. If it's the latter, apply it as per these instructions:

You want the 'dual core' option.

While you're at it, you should consider replacing that power supply with a quality unit. Logysis is bottom of the barrel quality, and you're risking your components by using it. Here's a quality replacement:

I need to get a better psu for this, as Im just using the one that came with the case, but other then that what do u think?

That's a pretty high end system, and yes, it needs a quality power supply to run it properly. PSUs that come with cases for gaming systems is rarely a good idea - there's little reason for the manufacturer to install a quality one, as it would only increase the price. Antec, Enlight, and some others are notable exceptions, but even then, it is assumed that gamers will choose their own unit.

For that system, I'd be looking at a 500w unit, this is my recommendation.
