Standby non operational

For some reason or another, when I put my computer in standby, the software portion goes into standby, but the hardware is still running. I can still hear my fan and everything still running whereas my old setup completely shut itself down. Whats going on?

Are you sure the old computer was not in hibernation mode instead of standby mode?

Standby - the entire computer switches to a low-power state where devices such as the monitor and hard disks turn off and the computer uses less power. When the user is ready, the computer comes out of Standby quickly, and the desktop is restored exactly as it was left.

Hibernate - saves everything in memory on disk, turns off the monitor and hard disk, and then turns off the computer. When the computer is restarted, the desktop is restored exactly as it was left. It takes longer to bring the computer out of Hibernation than out of Standby.

Which fan is it? The chipset fan? The processor fan?

You may not have noticed it on the older computer because... maybe the fan was more silent... or some motherboards don't have a chipset fan to being with... just a heatsink.
