PC Rebuild will not recognize keyboard

Hi all.
I just moved components around among three PC's to combine in a manner I wanted. Long story short, the one PC will boot up and after checking ram (ok), detecting all drives, listing BIOS string at bottom, it hangs. Apparently does not recognize the keyboard since I cannot get into BIOS (Delete key should do it but does not. F8 not working, etc.)

Specs:
PCChips Motherboard M848A
Enlight 300W PSU
Sapphire 9550SE AGP card
AMD 2500+ cpu
WD and Seagate HD's , both 40GB
Couple CD-roms

The motherboard, psu, cpu and vid card were all together before. I have tried two keyboards and two mouse (mice?)
I have cleared CMOS once and no change.

Ideas?

Are you connecting the keyboard via PS/2 or USB?

Well..........more info.
I tried the "out of the case" exercise. With an AGP vid card I got video but no action out of keyboard when the screen gave me some options (F1 setup or F2 default values).
With PCI vid card I got nothing. So..... I am guessing that the motherboard has issues I cannot resolve. Eh?

Another round of info since I can't edit previous note.

Out of the case and with only vid card and one stick of memory. the screen says:

Athlon XP,1100MHz (which is not correct)

CMOS Setting wrong
CMOS Memory size wrong

Press F1 to run SETUP
Press F2 to load default values and continue

Of course, since my keyboard can't get a response, then I can't do anything. And as mentioned before, I have tried clearing CMOS.

Any ideas?
