New build: minor problems

Alright, I just finished building my new PC, and I have a few minor problems. I'll list my parts first:

SPARKLE ATX-450PN ATX12V 2.2 450W Power Supply

APEVIA X-CRUISER-BK Black Steel ATX Mid Tower Computer Case - Retail

EVGA 256-P2-N761-AR GeForce 8600GTS 256MB GDDR3 PCI Express x16 HDCP Video Card

Alright, I have two problems so far.
First, the headphone jack on the side of the case does not work. I have all of the wires that are coming from the front of the case plugged into the mobo into what I'm pretty sure are the appropriate spots, but it doesn't work. The USB ports which are next to the jack work, but not the jack.

Second, the two internal fans (80mm on top of case and at the back), are working fine. However, whenever I tried to hook up the fans to the mobo, the computer would refuse to start. It would light up for a split second, and then die. Now, the fans work, because I have them hooked up to the PSU, but I've just left the PSU fan port unplugged for now. The fans keep the case cool enough (the temp hasn't gone above 40c), but there's been no fluctuation in fan speed, and I'm not sure if it's something to worry about. I had been plugging the fans into the PWR_FAN port on the mobo, but it seemed to cause the PC to not work.

Any suggestions?

theres usually CHA-FAn and CHA_FAN2 which are the two chassis fan inputs ont eh MB, i used those on mine and left the PWR_FAN one empty and mine works fine

I tried plugging it into both ports, but still the same result: the computer refuses to start. Then, when I unplug them, it starts fine. Now, the fan plug is a 4 holed plug, while the port on the mb is 3 pronged. Is this normal?

It's better to connect case fans directly to the power supply instead of the motherboard. With the fans connected to the motherboard they may be causing the motherboard power circuit to get overloaded and keeping the system from booting up.
