Power supply problems need advice

Ok, basically im new to this PC building and i finally got a hold on all the parts i needed and started assembling, well i do a test boot to see if everything runs, and to my surprise nothing happens. No Mobo LED, no CPU fan movement, nothing... so then i decided to replace my mobo with the same one but new (ASUS Xseris). Tried it again still nothing, so i decided it was the power supply and I probed with a Volt-meter and I detected no power coming out of it, but i need somthing to back this up just incase this isn't a power supply problem. So Im asking what else could it be then if its not the power supply.

Can you give a list of the parts you're using? Including the brand and power of the powersupply?

You must take the motherboard out of the case to eliminate possible shorting/grounding issues.

The powersupply won't supply power until it's switched on. The thread I linked to details how to use the motherboard power posts to turn the machine on.
