Boom New build - no BIOS read, floppy light stays on

I am putting together a second new computer, and the following are the guts I'm working with:

500w power supply
Motherboard - Chaintech 7NJL6 w/ NVIDIA nForce Ultra 400 + MCPC
CPU - Athlon XP 2800+
RAM - 2 x 1GB Corsair DDR PC 3200 400
AGP Video card connected - BFG - GT 7300 512MB DDR2 memory
SATA 1 connected - MAXTOR SATAII/300 internal ND 320GB (yes, the jumper is set for 1.5GB bursts)
IDE 1 connected - 60 MB HD
IDE 2 connected - DVD reader
4x USB 2.0 PCI card
Dial/FAX PCI modem card

All components are properly installed, cables and wires are double-checked secure in a new ATX case with all the fans + 1, then I spark it up, and all I get is, the DVD drive flashes, then the 3.5 floppy light goes on, and stays on. That's it! Nothing else happens, the BIOS does not show, the monitor does not do a thing, the keyboard/mouse does nothing either. I get no error beeps, either.

Any insight would be appropriated, and rewarded with unrivaled gratitude!

Floppy drive staying lit indicates the ribbon is on backwards.
The cut end goes to the drive.

I knew that, and made sure the ribbon was plugged correctly, checked the pin config, and still the same light on.

Follow the link above and break the system down,with motherboard out of case,install cpu and heatsink.video card and memory,short the pins and see if it boots that way.
If it does,connect the drives one at a time and see if it boots.

Thanks. I will do that as soon as I can get some extra hands over here.
Oh...sorry, I am a quadriplegic who knows more than he can do. Fortunately, I can run my world from my Dell laptop workstation, so my job duties won't suffer.
