M7VIZ problems

Okay, my computer is not exactly new, but I have built it up from old parts. I have a problem...

I have 512 MB of DDR RAM (Could be a gig, but I am starting with a minimum for starting purposes and adding later)
M7VIZ motherboard
AMD XP (Maybe 1500+) 1.35 GHZ processor
40 GB WD HDD
DVD/CD drive by Sony
350 V Power Supply

Okay, I have connected everything and when I try to start up, everything starts for a minute and then kicks the bucket. It does not even get to POST. Everything powers up and then stops. I am wondering what could cause this problem other than PSU and CPU because it cannot be either of those. Also, I have to turn off the PSU until a high pitched beep comes out (Probably signifying the loss of power) before I can start it up again.

I have an emachine D33007 Mobo (Ick)
Pentium Celeron 2.2 GHZ processor
Same RAM, PSU, HDD, and Drive

I get it all situated everything attached and when I hit the power, it goes BEEEEEEEEEEEEEEEEEEEEEEEEEEEEEEEPPPPPPPPPPPPPPPPPPPPPPPPPP, and that is it. (Sorry about the long beep, but it added emphasis). It repeats this long beep over and over and does not stop until I unplug it. I know it is not the RAM because I have tested it in other computers and actually in this computer before taking it apart.


Please, if you can help me on either of those I will be grateful. I have built computers several times, but it has been a while. I have probably forgotten something, and it will be extremely helpful if any of you can well, help me.
