First build not working
So I just booted my new pc for the first time. All seems to go well but my computer isn't responding when to my keyboard. The lights are lit up on the keyboard like it knows it's there. Just when it asks me this yes/no question it doens't do anything when i hit Y or N. I tried plugging it into all the usb ports and the older style port.

Please post the complete system specs of this computer. List all the parts by brand and model including the power supply and the OS you're using.
Have you tried a different keyboard with your new computer yet? What about trying the new keyboard on an older computer? Cricket

If you have a USB keyboard you might need to load up the software that came with it before the computer will recognize it. I had a similar problem when I plugged in my Logitech G11. I am running vista and they have a nice little on screen keyboard you can pull up and use your mouse with to load up the software. If you are using XP you might need to borrow a simple PS2 keyboard from somewhere.

XP also has an onscreen keyboard. Its in - Start - All Programs - Accessories - Accessibility.
Although if this is a yes/no question, it is probably in the bios so obviously the onscreen keyboard wont work. The keyboard may be faulty so try a working ps2 keyboard

Good point Liambl, if he has not gotten out of the bios the onscreen keyboard wont help much. Best bet it to borrow or buy a cheep ps2 keyboard and see if that solves your problem. Then after you get your OS loaded you can load the software for keyboard and see if that fixes things.
