first computer biuld. won't boot. Help!!!

I just finished biulding my first computer. When I start it, the case and cpu fans turn on and the dvdrom turns on but the computer doesn't boot up ands the monitor screen stays blank. The haed drive I am using is a pull from my old computer so I know that it works. The same goes for the ram that I put in. Can anybody help me? I was looking forward to building my first computer, I don't want it to be just a big dissapointment. (and waste of money)
Below is a list of the components I used.

Motherboard
ECS 915PL-A2 V3.1B

cpu
Pentium 4 631 3ghz

video card
MSI Radeon x1600 xt

hard drive
SAMSUNG SV6003H (55 GB)

What brand/model of power supply are you using?

Are all of the power connections in place?

From what the label says my power supply is

Xcalibur
model: XC-400A
400W SATA ATX Power Supply

I connected the 24 pin adapter as well as the 4 pin adapter to the motherboard. All the other power connections are plugged in as well. When I turn it on all the fans will work as well as the dvd rom but the computer just won't boot up.

Did you remove the motherboard from the case for troubleshooting yet? It's a very important step when troubleshooting a problem such as yours. If the motherboard is shorting/grounding out to the case that's exactly what you'll see...no image on the monitor and a system that doesn't do anything.

Did you install the standoffs under the motherboard?
