CPU will not initialize

I have a ASUS COMMANDO mother board and Intel Core 2 Quad Q6600 LGA775 Pkg

600w PS

I have inspected and re installed the CPU -no bent pins Fan is not loose

This is my second build

Make sure all 4 pins on the HSF are fully engaged. If you didn't hear each one click then they aren't installed right. Does the computer turn on for a few seconds and then turn off, or does it not respond to the power button at all?

Also, what PSU? Specific make and model, or a link would be helpful.
